Project proposals have different meanings to different people. Your organization may use the terminology business case with many of the same attributes of a project proposal. Project proposals basically determine the cost-benefit of doing the project. It is a document that entertains the idea of doing the project with some high-level goals and objectives defined.

Some organizations transfer this responsibility from the project manager to the business analyst to determine if the project should happen. Business analysts focus on the purpose and mission of the project and help gather the project requirements, something the project manager may not do in all organizations.

Regardless of the terminology or the nomenclature of the project proposal, every project must be analyzed before the project is chartered to determine if the project is worth doing. No one wants to initiate a project only to discover that it is not feasible to complete the project.
